The Truette at The Waterfront District
Windover Construction recently completed The Truette for Cathartes in Dover, New Hampshire – the first phase of the Cochecho Waterfront Development, known as The Waterfront District, a transformative 300,000 SF mixed-use multifamily community. Encompassing more than six acres along the riverfront, the development introduces a thoughtfully integrated blend of luxury rental apartments, townhomes, and ground-floor retail. Together, these components are designed to extend Dover’s downtown experience, expand public access to the waterfront, and establish a vibrant, interconnected neighborhood. The completion of The Truette marks a major milestone, delivering two apartment buildings and a collection of townhomes as construction advances into the next phase of the overall development.

The Truette features two mixed-use buildings totaling 244,000 square feet, containing 197 studio, one-, two-, and three-bedroom residences, along with 15,000 square feet of retail space and parking garages in both buildings. This mix was intentionally crafted to support modern living in a walkable, active environment. Additionally, this first phase includes 23 townhomes, offering a diverse range of options within the growing district. The commercial spaces – pre-fitted for both restaurant and retail tenants – have been oriented toward a central courtyard featuring outdoor seating, new landscaping, and pedestrian pathways that reinforce the development’s community-focused vision. Designed by EMBARC, the residences feature spacious layouts, high-end finishes, abundant natural light, and stunning views of the Cochecho River. Amenities such as a rooftop lounge, a high-performance fitness center, and river access for water sports contribute to a contemporary residential experience that balances comfort, convenience, and connectivity. The Truette will also be home to Perch Cowork, a space designed to create live-work balance with private offices, dedicated work stations, and conference rooms, all open to the public.


A Significant Milestone
The significance of this milestone is heightened by the nearly two decades of planning led by the City of Dover to reimagine the 29-acre parcel into a cohesive “Waterfront District.” Once home to an industrial site and a public works facility, the area has now been transformed into an extension of Dover’s thriving downtown. Throughout planning and construction, the team collaborated closely with the city and its officials to align Phase One with the broader infrastructure and development objectives for the district. This included coordinating the extension of power and utilities across the river – an essential step in unlocking the parcel’s full development potential. Given the proximity to the Cochecho River and adjacent regulated wetlands, Windover also implemented rigorous environmental and construction controls to ensure adherence to all regulatory requirements and to protect the sensitive natural surroundings throughout construction.

With The Truette now complete, Windover has begun construction on the next phase for Cathartes: a 90,000 SF for-sale, waterfront condominium building at 40 River Street that will add 43 additional homes, ranging in size from one- to three-bedroom, to the emerging waterfront community. These homes are being sold by Aland Realty. Scheduled for completion in early 2027, this next building will continue to expand the neighborhood’s housing options while supporting local economic activity and long-term growth. Together, The Truette and future buildings represent an important step toward meeting Dover’s growing housing demand and fulfilling the city’s long-envisioned goal of creating a dynamic, welcoming Waterfront District.
